It's not entirely clear from your comments. The GTA IV release for PC has been known to have some nasty bugs (dunno if a patch was issued already or not). I played it on the 360 back in the day and didn't find any bug (or at least didn't notice any). I'm also of the opinion that you should play console games on a console and PC games on a PC. Ports do not usually end up well, mostly because of design decisissions that don't translate well into other platforms than the original.
